After Doha: current arguments for negotiations on services

With the current immobilisation of the Doha Development Agenda, fresh thought needs to be given to alternative negotiations on services with better chances of success. Attached is a note by John Cooke, Chairman of our Liberalisation of Trade in Services (LOTIS) Committee, in which he considers some of these alternatives and how global political support for them might be galvanised.
