Reporting to (job title): Managing Director, International Trade & Investment.
Objective of role:
To build out the financial services industry related development work undertaken by TheCityUK, contributing to the delivery of our future vision for the industry.
- Focus on generating and managing donor funded international development projects through capacity building.

Key Activities & Responsibilities

TheCityUK works to remove trade and regulatory barriers to international trade and investment in the financial and related professional services (FRPS) industry and open up new markets for our members. It works with established markets to strengthen bilateral linkages and partners in international forums (WTO, OECD, WAIFC etc.) to support global solutions. It works with high growth developing markets to strengthen their financial centres to deliver economic uplift and financial inclusion by creating the business environment to support local industry development and attract new investment and services from the global FRPS industry.

The International Trade and Investment Group (ITIG), comprised of senior representatives of member organisations, sets the strategic direction for TheCityUK’s international work. Market Advisory Groups, also member led, focus on priority countries and apply the overarching strategy to their particular markets of focus e.g. USA, Japan, Eurasia. Sectoral Advisory Groups address specific themes of priority to members e.g. green and sustainable finance, Islamic Finance, Legal Services.

This newly created role has the following responsibilities:

  • Is accountable for developing the strategy for building out TheCityUK’s value proposition in emerging markets, designing our offering and bidding for and delivering Her Majesty’s Government (HMG) funded international development projects and programmes which support HMG’s policy objectives and further the commercial interests of our members. This will be achieved by working with members, HMG and partner countries to scope and develop specific, targeted, and measurable policy proposals and recommendations, undertaking advocacy to help deliver policy outcomes and supporting promotional activities.
  • The role will provide the subject matter expertise and project management oversight for HMG and relevant donor funded projects, working in partnership with colleagues in the International Team to deliver the programmes.
  • Grow TheCityUK’s network of contacts and develop strong working relationships at the appropriate levels of Government and public authorities in the UK and in host markets including but not limited to FCDO, BII, DIT and in the identified countries and regions (UK Embassies, Central Banks, International Financial Centres, Ministries of Finance, regulators and relevant associations, NGOs).
  • Enhance TheCityUK’s network of contacts and relations within member firms to ensure their commercial plans drive the engagement strategy in the specific country and region.
  • Is accountable for the output and administration of TheCityUK’s New Markets Group, which will focus on exploring commercial opportunities for UK-based financial and related professional services businesses in frontier markets.
  • Develop other interventions to enhance TheCityUK’s work (and generate new revenue streams) such as our annual international conference and training for diplomats in our overseas missions.
  • Display a deep understanding of the political, economic, and business issues that affect the successful delivery of the international strategy – and demonstrate clear sighted business understanding of what enablers could be brought to bear.
  • Develop an agenda which builds towards & influences the Government’s programme of Joint Economic Trade Committees (JETCO), Financial Dialogues (FD) and Free Trade Agreements (FTA) negotiations, as well as ensuring that TheCityUK’s contribution to inward & outward Ministerial and VIP meetings is maximised.
  • Work in partnership with member trade associations and other allies, development institutions, NGOs, multilateral institutions, impact investors to ensure a collaborative and joined up approach to our work and contribute to TheCityUK’s outreach.
  • Drive results and ensure strong budgetary management and governance for our development work. Ensure effective resource allocation across the organisation for the development workstream.

The International Team works closely and collaboratively with other teams across the organisation. The role will work in project teams with colleagues to:

  • Understand how TheCityUK can add value to the HMG’s agenda for developing and strategic markets.
  • Develop innovative new ways to support HMG in developing markets through funded interventions and programmes.
  • Develop policy positions, advocacy strategies and promotional activities to enable the effective delivery of support via our members into priority markets.
  • Partner with key industry stakeholders including trade associations, promotional bodies, business councils, chambers of commerce and other commercial organisations (both domestic and international) to deliver agreed outcomes.
  • Conduct regular review sessions with key government representatives and other stakeholders to improve performance and inform strategic planning.
  • Collaborate with the Member Insights Team (MIT) team to identify sponsorship opportunities, particularly in relation to the international conference.
  • Undertake relationship management meetings in conjunction with the MIT team to ensure member interests are addressed. Engage with potential new members and contribute to diversifying member base.
  • Work with the Communications and Marketing Team (COM) team to design and deliver relevant events. Examples include roundtable events, economic conferences, meetings with UK Heads of Missions and other Diplomatic/UKTI staff and their UK counterparts.
  • Provide briefings for members ahead of major delegations and events relating to development projects.
  • Any other duties commensurate to the role, as requested by the Managing Director, International Trade and Investment.

  • Promote the best interests of TheCityUK and its members at all times.

Relationship Management

Build and maintain relationships with members, partners and TheCityUK’s governance bodies.
Liaise with external stakeholders and other bodies in the UK and in the host country.

General

  • Provide regular content for TheCityUK website and other marketing/ communications material as required.
  • Ensure mailing lists for news and opportunities are up to date on the CRM.
  • Prepare budget forecasts for programmes and manage to agreed budgets for individual events & visits.
  • Respond to the strategic business priorities of the members in fairness.
  • Undertake any other duties which may reasonably be requested and are commensurate with the post.
  • Where necessary visit geographical markets in pursuit of TheCityUK interests.

Person Specification

Essential:

  • Passion for development economics, desire to ignite change and focus for transformational impact.
  • Expertise in designing and delivering agile and adaptive development programmes in emerging / developing markets, including the design, programming, bidding, reporting, delivery, risk management and evaluation of donor funded interventions.
  • Experience of working with government bodies and different donors in the UK and overseas.
  • A team player who brings flexibility, enthusiasm, imagination, diplomacy and a ‘will do’ attitude.
  • A strong understanding of working in diverse cultural environments and a commitment to diversity & inclusion.
  • Strong project management skills to deliver programmes on time, to requirements and on budget, in partnership with members and colleagues in the International Team.
  • Experience in managing relationships with senior business representatives.
  • Strong verbal and written communications skills including the ability to develop strategies, design programmes and coordinate input from multiple sources.

Desirable:

  • Sound knowledge of the key issues, challenges and opportunities facing the financial & related professional services industry internationally, including trade and investment policy and regulatory issues.
  • A commercial outlook and ability to deliver value-added outcomes for members.
  • A track record of balancing competing priorities and providing solutions to complex scenarios.
  • An understanding of membership and/or trade organisations.
