Job title: Head of Policy (HoP)
Reporting to (job title): Managing Director, Public Affairs, Policy and Research
Direct Reports: One Policy Manager, Two Policy Senior Executives
Objective of role: The focus of the role is to lead the policy response to UK and European policy and regulatory developments to ensure the right environment is in place to enhance the competitiveness of the UK-based financial and related professional services industry.

This covers issues relating to competitiveness of the UK-based financial and related professional services industry through key themes including regulation, green and sustainable finance, tax, innovation and technology, skills and talent (including immigration), and other areas as required.

The role involves engaging with, and contributing to, complementary activity elsewhere in the company including public affairs, international trade and investment, economic research, member insight team, and corporate communications.

The key objectives of the role are to develop and lead a policy programme to support TheCityUK grow its influence and visibility through the delivery of the key activities and responsibilities set out in this job description.

To horizon scan and plan for future developments in the policy field to ensure TheCityUK is at the forefront of emerging policy thinking and development.

To align and coordinate with colleagues within TheCityUK as well as the City of London Corporation to support the work of key TheCityUK and International Regulatory Strategy Group (IRSG) Committees and Groups

Key Activities & Responsibilities

  • UK and EU Policy/UK Competitiveness Programme Delivery.
  • Lead the delivery of key UK and European policy, including TheCityUK Long-term Competitiveness Group and its sub-groups. This includes the design and delivery of policy priorities and member and policymaker engagement as well as the agenda and papers for key committees.
  • Working with colleagues to develop a plan to manage relevant TheCityUK submissions to government and other consultations in the fields set out within this job description.
  • Working with colleagues to ensure TheCityUK has a comprehensive and up-to-date policy position on key themes. This includes inputting to responses to key activities such as the Budget, Autumn Statement and Queen’s Speech as well as engagement with the Corporate Communications team to develop responses to media and stakeholder enquiries.
  • Being part of the Senior Management Group of TheCityUK to help drive activity in support of TheCityUK’s business objectives.
  • Working with the Head of Public affairs to inform the delivery of a programme of policymaker roundtables, seminars, conferences and other stakeholder events as required.
  • Working with other colleagues across the organisation as necessary, with a particular focus on stakeholder engagement and strategic issues to ensure alignment and coordination of all policy activity.

IRSG Support:

  • Working with the CEO, IRSG Chair and City of London Corporation (CoLC) to develop IRSG strategy, policy priorities and content, ensuring TheCityUK colleagues are fully sighted and engaged wherever necessary.
  • Working with CoLC to deliver the IRSG Council, IRSG Board, Coordination Group agendas and papers.
  • Project management of TheCityUK led IRSG work streams in conjunction with the IRSG Chair and members.

Other Duties

  • Work closely and coordinate with public affairs, economic, research, Corporate Communications and other teams and colleagues as required.

Person Specification

• experience managing a Policy Team
• understanding of and interest in financial markets and products, economics and public policy
• 'self-starting/able to prioritise tasks/attention to detail/conscientious/takes responsibility and ownership
• good influencing and communications skills
• ability to network, develop relationships and work with senior individuals across a range of organisations
• analytical and report writing skills of a high calibre
• willingness to develop deep knowledge of policy matters
• collegiate and collaborative
• willingness to travel to meetings overseas
• credible with senior audiences

• academic or career experience in financial services or economics
• public policy experience
• degree in Economics/Political Science or relevant discipline.

This role is based in London (with hybrid working) but may involve travel elsewhere in the UK or overseas (although international travel is likely to be predominantly within Europe). TheCityUK office is a small and close-knit team with a flexible and agile approach to tasks and responsibilities. It is essential that the candidate appreciates and can work within these parameters.
